RE: H-2017-0095 LINDER MIXED USE
The Idaho Transportation Department (ITD) has reviewed the referenced annexation, zoning, and
rezone applications by TMEG Properties for Linder Mixed Use on parcels located 0.28 mi south of
US-20/26 (West Chinden Boulevard) milepost 37.30. ITD has the following comments:
1. This project does not abut the State highway system.
2. This development will gain access to the State Highway system at the US-20/Linder Road
intersection. Trip generations for full buildout of the site were not provided. The Idaho
Administrative Proceedures Act (IDAPA) governs access to state highways. Per IDAPA
39.03.42 rules, when a development generates 100 or more new trips in the peak hour, 1000 or
more new trips per day, or the new volume of trips will result from development that equals or
exceeds the threshold values in table 2, a traffic impact study shall be required, unless waived
by the District Engineer. The applicant will be responsible to construct any mitigation
identified by the traffic impact study.

3. The City is reminded that the US-20/26 corridor is already congested. This project will
increase the number of vehicle trips in the corridor. ITD has no current funding assigned to
mitigate traffic congestion in the US-20/26 corridor in this area.
4. IDAPA 39.03.60 governs advertising along the State highway system. The applicant may
contact Justin Pond, Program Manager for ITD’s Headquarters Right-of-Way Section at 334-
8832 for more information.
5. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway.
6. ITD does not object to the annexation, zoning, and rezoning of the parcels as presented.
