Recipient:Meridian City Planning and Zoning Commission, Meridian City Council,
Mayor Tammy de Weerd
Letter:Greetings,
We Oppose Amendment H-2017-0088
PETITION: Regarding the Proposed Development known as “Linder Village”
We, the undersigned respectfully, but strongly urge our elected and
appointed officials of the City of Meridian, the Mayor, City Council, and
Planning and Zoning Commission, to DENY proposed Amendment
H-2017-0088 to change the future land use map designations, the Meridian
City Comprehensive Plan, and all of its dependent associated requests for
the properties at the south east corner of North Linder Road and West
Chinden Blvd.
We believe the proposed changes are NOT in the best interest of the City
of Meridian and would adversely affect the quality of life of its citizens and
those of neighboring communities for the following reasons:
Increased congestion in North Meridian
Traffic along Chinden and Linder has already grown substantially due to
population growth, which shows no signs of slowing down. The creation of
a supercenter such as the proposed Linder Village would by definition draw
hundreds of additional vehicles from surrounding towns, increasing traffic
congestion exponentially. Even if and when Chinden is widened, the extra
lanes will barely keep up with the organic population growth without such a
supercenter.
Another Eagle Road? Chinden was designated by Compass (a regional
planning consortium) as an “expressway,” a major artery intended to move
traffic quickly without getting clogged by cars and trucks turning into and
out of developments and shopping areas. This is controlled by limiting the
number of access points to these areas and by restricting the number of
traffic signals to no more than one per half-mile. The developers propose
adding a new traffic light at Bergman and Chinden, violating the half-mile
standard and setting a precedent that will make Chinden worse, not better.
Direct impact on Paramount homeowners
Noise. The changes would allow a WinCo store, or any superstore, to be
open 24 hours a day. That means delivery trucks, workers, shoppers, lights,
and traffic noise around the clock.
Internal traffic. Traffic could enter Linder Village from 4 Paramount streets:
Arliss, Bergman, Booth, and Fox Run. Those streets would feed into the
proposed new residences, then continue into the Linder Village parking
area. Shoppers wanting to avoid traffic congestion on Chinden and Linder
could cut through Paramount via Cayuse Creek to the west, Director from
the east, or any of several streets in the southern part of Paramount. People
living in the new apartments near McMillan & Meridian could drive all
the way to Linder Village through Paramount streets.
Safety. Paramount residents who live near Director will already face
increased traffic from the new Cadence townhomes being built east of
Veranda. Anyone using the new pool on the corner of Director and Fox Run
will have to cross streets even more jammed due to shopping traffic cutting
through.
Overcrowding. The developer’s proposal would eliminate current Plan
requirements for pedestrian walkways, adequate buffer zones and setbacks
from homes.
Property values. While some potential home buyers might like the
convenience of having big-box stores so close by, we believe the negatives
would greatly outweigh the positives for most families. This will put
downward pressure on home values in Paramount, especially those nearest
the shopping center. Some Paramount homeowners will simply decide to
live elsewhere, contributing to an oversupply of homes for sale.
Threat to the integrity of the City planning process
Comprehensive Plan and Future Land Use Map. The City of Meridian states
explicitly that a goal of the Comprehensive Plan is to “sustain, enhance,
promote and protect elements that contribute to the livability and a high
quality of life” for Meridian residents. We believe the current plan is a
good one that supports this goal and many of us made our home buying
decisions based on it. What value is such a plan if it can be altered as
drastically as the developers are asking?
The future of North Meridian. Far from being opposed to commercial
development, we welcome it. Most of us would love to see a greater variety
of small-scale stores, restaurants, services, and family-owned businesses
in a pleasant, attractive setting that we could walk or bike to. But if the
City approves this application as submitted, the message will be loud and
clear to future developers that years of city planning can be brushed aside
without concern for the “high quality of life” we have been promised.

Letter:Greetings,
Don't Rezone the SE Corner of Linder/Chinden in Meridian, ID
Comments
Name Location Date Comment
Jeanne Ambrosio Meridian, ID 2017-07-25 I'm signing because of the dramatic zoning changes sought by
the Linder Village developers would have a negative impact on
Meridian's future growth and on the quality of life of Meridian's
citizens.
Greg Reynolds Meridian, ID 2017-07-25 I believe that a zoning change this drastic will open the doors to
developers running roughshod over existing city planning.
Joyce Bolen Meridian, ID 2017-07-25 Chinden and Linder can not handle the traffic if big box stores are
allowed to build there.
Deborah Graf Meridian, ID 2017-07-25 As my house is on the corner of Bergman and Barrymore, I will
be greatly impacted by the traffic going into the proposed Linder
Village right by my home.
Robin Card Oxford, ID 2017-07-25 I live in Paramount and amending the land use designation would
be dangerous and negatively affect Meridian's planned expansion.
Jesse McGuire Cypress, TX 2017-07-25 Not from Cypress, TX location was auto added due to work proxy.
I signed because we purchased our house after reviewing the city
plan for that area. This drastic of a rezoning would represent a
serious betrayal by the City of Meridian and set a precedent for
developers to do what they want no matter what has been put forth
by the city's plan.
Jennifer Lytle Meridian, ID 2017-07-25 I am signing because I am opposed to having large big box stores
behind my home. I do not want the added traffic and congestion to
chinden without proper road changed
Summer Wilson Boise, ID 2017-07-25 The proposed Linder Development does not meet the intended use
of of the land. It was not zoned for what is proposed.
Dana Harvey Meridian, ID 2017-07-25 All the above
Beth Schweibinz Cary, IL 2017-07-25 I live in the Paramount subdivision and am very concerned about
the increased traffic this type of development would bring to the
neighborhood. The area is zoned for much smaller commercial
development which will not have as harmful of an impact on
the neighborhood. Either way, traffic should only be able to
enter the commercial areas from Chinden and Linder. No access
points should be created from Paramount. People are already
using director to try to avoid Chinden. This development will put
additional traffic on Director with no stopsigns and no crosswalks.
Additionally, Paramount is putting a pool and park at Fox Run
and Director, meaning hundreds of kids will be trying to cross this
intersection daily. Allowing access to the commercial area through
this intersection is an accident waiting to happen.
Lori Badigian Meridian, ID 2017-07-25 I want the city of Meridian to develop this land in accordance with
the already approved comprehensive plan and not re-zone to large
commercial
Name Location Date Comment
Joe Marshall Meridian, ID 2017-07-25 This project as proposed is a detriment to the long term goals of the
city plan.
Ramont Turnbull Eagle, ID 2017-07-25 I do not like the proposed re-zoning plan.
Joe Davis Meridian, ID 2017-07-25 Upgrade Roads needed for Linder and ChindenAt least 4 lanes with
turn lanes
Kaylyn Nichols Meridian, ID 2017-07-25 I don't want to see the increase in traffic, a 24 hour store so close to
a neighborhood and a decrease in property values.
Jonathan Kahnoski Meridian, ID 2017-07-25 My wife and I believe the proposed development will have serious
negative impacts on a) the quality of life in nearby neighborhoods
and b) on traffic flows both on the main thoroughfares (Linder,
Chinden, etc.) and the neighborhood streets. We also worry
that if this developer is allowed, in essence, to re-write the city's
comprehensive plan, nothing in any city plan or zoning is safe from
being tossed at the behest of developers promising a big project.
Sarah Haynes Eagle, ID 2017-07-25 I strongly support maintaining the community protections crafted
into the Meridian City Comprehensive Plan. Hundreds of volunteer
citizen hours were donated in generating this excellent, well
conceived and thought out Plan. To protect the quality of life for all
neighborhoods in proximity to Lindner and Chinden, I respectfully
request Meridian City Council adhere to the Plan. Please DENY the
proposed Amendment H-2027-0088. Thank you.
Bob Heffley Meridian, ID 2017-07-25 There are too many reasons that this is a bad idea but my opinion
is when you give developers basically unlimited approval to build
whatever commercial "improvements" they choose to, they will
go with whatever maximizes their profit, most often without
considering the subjective effects on the residents and surrounding
infrastructure.Once they have completed their project and moved
on to the next venture, they don't have to live with the negative
consequences like lowering property values, noise, dust, traffic
(on vastly under sized access roads), congestion, and of course
safety.I'm confident that a sensible solution can serve all without
making this corner an absolute nightmare to live near.Bob
Tyler Wilson Meridian, ID 2017-07-25 I'm concerned rezoning would bring developments congratulations
too the city plan and the ultimate look and feel of this community
that bright is to this location in the first place. It also raises several
safety concerns for my family as the proposed changes, if allowed,
would bring my street in the direct path of the nearest southern
outlet. Because of the traffic of Chinden and Linder it is inevitable
that our neighborhood street would immediately become an
alternative outlet of the shopping center if permitted.Retaining the
current zoning would permit the proper buildings that would add
value and appeal to this community. They would increase traffic only
minimally and would not present a clear and present danger to my
family as the traffic would be minimal enough to allow for the use of
the current road infrastructure.
Lisa Hamer Meridian, ID 2017-07-25 I am writing with concerns regarding the proposed Linder Village
Development. As a resident of Meridian for the past 20 years, I can
say how exciting it would be to have a Costco and or another Winco
Name Location Date Comment
store in Meridian. However, as a resident of Paramount for the past
two years, I can say that many homeowners purchased their home
based on the current land designation of Mixed Use Community.
No one objected to that or we wouldn’t have purchased our homes
in this location. With the developer requesting a a change to the
zoning, from what I understand, could have detrimental impact
to the area of Meridian that we hold so dear. Why not consider
building in a location that is already zoned for those types of
business? If we are so willing to change zoning, then why have
zoning in the first place? We must have standards to maintain
this amazing community that we live in. Below are some points
to my objection. 1. Increased traffic and congestion on Linder (a
residential road) and Chinden which was intende
Moselle Ball Meridian, ID 2017-07-25 The changes being sought regarding the zoning for the "Linder
Village" development should to be denied. The current zoning is
appropriate for the area. The proposed changes will adversely effect
all of the surrounding residential communities.
Ryan Dow Meridian, ID 2017-07-25 I agree in principle with the concerns outlined in this petition and
urge city planners / officials to support growth while upholding the
values that Meridian residents have long relied on.
N A Meridian, ID 2017-07-25 Not in the best interest of the City of Meridian and would adversely
affect the quality of life in my neighborhood and those adjacent.
Joshua Soto Meridian, ID 2017-07-25 I'm signing because I want to keep the original Paramount
community plan.
Mrs. Linda Arnold Meridian, ID 2017-07-25 This does NOT conform in any way to the Future Land Use
Map and does not adhere to the rules for buffers from existing
neighborhoods etc.
Suzy King Meridian, ID 2017-07-25 I'm signing because I'm oppose to the new zoning
Bruce Penske Meridian, ID 2017-07-25 This plan throws the entire Future Land Use Map out the window if
a major change like this is allowed. It will affect many communities,
and add an incredible amount of traffic congestion on the Chinden
expressway route.
Abigail Hessing Meridian, ID 2017-07-25 This is my home and I want our neighborhood to be a safe place for
all families to live and grow up in
Ethan Hessing Boise, ID 2017-07-25 Want to prevent disruption in neighborhood
Lynne Bjornethun Boise, ID 2017-07-25 I am opposed to the traffic and congestion this will bring to a small
area.
Victor Antablian Meridian, ID 2017-07-25 Although I would enjoy the convenience of major shopping, I
strongly feel the infrastructure (roads/access) that is currently
lacking, to be updated to accommodate the current congestion even
without this major retail complex going in.
Emily Hessing Meridian, ID 2017-07-25 I am signing because the proposed development plan is not in line
with the City's Comprehensive Plan nor is it in the best interests
of the residents of Paramount and surrounding North Meridian.
Name Location Date Comment
It will negatively impact traffic, safety and the quality of life of the
community.
Lynae Heninger Meridian, ID 2017-07-25 Want to avoid additional traffic through the neighborhood and
congestion at Linder and Chinden that is already overcrowded
Bryan Fazzari Meridian, ID 2017-07-25 I'm concerned about increased traffic, noise pollution, light
pollution, and decreased home value due to super-centers going in
right next door.
Rachel Wall Meridian, ID 2017-07-25 This will greatly affect the safety and the quality of life for my family.
Gary Newberry Meridian, ID 2017-07-25 I want to see the original comprehensive plan followed.I bought
with this plan intact.
Sam Moore Meridian, ID 2017-07-25 I don't believe big box store such as WinCo or Cosco would be
desirable for the people who live in the subdivision with respect to
traffic, noise, and environment. A "village" would still be a nice to
have as long as there are park areas and done tastefully.I do not
want to live behind a box store and will absolutely move if one is
built.
Kathryn Goggins Meridian, ID 2017-07-25 I DO NOT want the zoning changed for the SE corner of Linder and
Chinden.
Wayne Gomes Meridian, ID 2017-07-25 yes
Stacey McClure Meridian, ID 2017-07-25 I am signing because I am against the re zoning and am against the
amount of traffic this will bring to that small area.
Richelle White Meridian, ID 2017-07-25 I want to keep the safety and integrity of my neighborhood. Also
Chinden will not be able to handle the increase in traffic.
Laura Uruburu Eagle, ID 2017-07-25 Please leave our neighborhood a neighborhood!!! We already have
a big box store right next to us! Put the big stores by the freeways!!
The traffic is already so bad that I can't get out of my neighborhood
in a timely matter! Please don't make it like downtown Boise! I
moved to Eagle to get away from this type of congestion!!
Gary Walker Anniston, ID 2017-07-25 I don't want it rezoned
Carol Davis Meridian, ID 2017-07-25 Linder & Chinden cannot support the traffic big box stores would
create. The City has a zoning plan in place which is perfect and they
should adhere to it.
Victoria Mello Meridian, ID 2017-07-25 I own a home near this corner and I think the rezoning is a bad idea,
particularly this close to the high school. I think it will put the safety
of our children at risk.
Todd Bjornethun Boise, ID 2017-07-25 I am against the extra traffic and people this will bring into a small
area.
Jeff Gould gilbert, AZ 2017-07-25 The changes being considered regarding the zoning for the "Linder
Village" development should to be DENIED. The current zoning in
the Meridian City Comprehensive Plan is appropriate for the area.
The proposed changes will adversely affect all of the surrounding
Name Location Date Comment
residential communities. Small businesses as originally proposed
are far more desirable for this area.
Chrysanthe Eastman Meridian, ID 2017-07-25 Safety and traffic concerns and to not allow developers to drastically
change the city of meridian comprehensive plan.
Chrysanthe Eastman Meridian, ID 2017-07-25 Safety and traffic concerns. The city of Meridian has a
comprehensive plan that the developers should follow.
Rigo Zalazar Meridian, ID 2017-07-25 Don't want it re-zoned.
Sarah Eastman Nampa, ID 2017-07-25 This area already has too much traffic. By allowing the developers
to drastically change the city of meridians comprehensive plan, I am
worried about safety and congestion on our public roads.
Dr. Roseshel Garriott Meridian, ID 2017-07-25 I researched states, cities and towns for two years to find a
place to raise my family and start my business before moving
to Meridian I read minutes from town meetings, looked at local
services and estimated growth. Changing the zoning without
proper infrastructure would be disastrous for community. As a
small business owner committed to my community, and a mother
committed to my family's safety and wellbeing, I urge the City of
Meridian and elected officials to honor its current comprehensive
zoning out line and plan.
Douglas Humphrey Anniston, ID 2017-07-25 We believe the quality of life for Meridian residents will be
irrevocably harmed if this primarily residential neighborhood is
opened up to supercenters and big-box stores. That wasn't the City
Plan when we moved in and we don't want to see it changed so
drastically.
Jami Wardle Meridian, ID 2017-07-25 Please stick to your current plan regarding the property on the
corner of Linder/Chinden.
COLE KNOTTS Meridian, ID 2017-07-25 I want a costco
Claudia Weathermon Boise, ID 2017-07-25 Chinden needs to remain a major East to West express route as it
was intended. I do NOT support adding more signals.
Claudia Weathermon Boise, ID 2017-07-25 I signed because Chinden needs to remain a major East-West
express route as intended.
JOANN CURTIS Valencia, CA 2017-07-25 I am signing because the proposed changes to the Amendment
H-2017-0088 will adversely affect my health, safety, time to travel,
air quality and quality of life.
Farrah Storli Meridian, ID 2017-07-25 I want the current zoning to stay intact, so that it stays in line
withthe future land use map.
Kevin Hamer Meridian, ID 2017-07-25 I do not want to see existing housing subjected to all the increased
traffic and noise. Houses were there first and the original zoning
should remain.
Barbara Badigian Meridian, ID 2017-07-26 I want to keep the original paramount plan also.
Name Location Date Comment
Casey Babendure Meridian, ID 2017-07-26 Chinden is not capable of supporting the current traffic throughput,
let alone the amount of traffic that would be generated by the
proposed commercial development.
David Young Meridian, ID 2017-07-26 Signing with some pessimism. These days money speaks more
loudly than citizens.
Conner Hessing Boise, ID 2017-07-26 This will negatively effect our neighborhood and community
Denys McCall Meridian, ID 2017-07-26 I feel this will negatively impact our community, will pose safety
issues for our children, may affect the value of our home, and
because it goes against what we were told would happen with that
piece of land when we bought our home. The truth is I don't know
how they can change it as we would feel we were sold our home
under false pretenses.
Jenniffer Card Meridian, ID 2017-07-26 We need to keep the zoning the way it is to preserve our quality of
life.
Jo Greer Idaho Falls, ID 2017-07-26 I live in Paramount and wish to protect the subdivision and
surrounding developments.
Michael Pitts Eagle, ID 2017-07-26 We already have three signal lights in a one mile span. This would
create all the more congestion. There is a reason the city set current
plans in motion. They need to stay with those plans for the sake of
the surrounding communities.
Jake Griggs Meridian, ID 2017-07-26 This rezone would directly affect me and my family due to the back
of our home being on Director and significantly increasing traffic in
our neighborhood (Director) in attempt to avoid Chinden. Inevitably
drivers will speed through, without concern, in attempt to avoid a
poorly planned Chinden and Linder expansion by ACHD and the City
of Meridian. Let's not 'put the horse behind the cart'. This will also
decrease our higher home values that we have achieved through
hard work and appropriate planning, unlike this development. There
must NOT be access to this area through Paramount Subdivision!!!!!
Mayor Deweerd, Genesis Milam and the city council members must
put themselves in our shoes rather than simply being tax driven!
Suzanne Adams Meridian, ID 2017-07-26 The appeal for my family to relocate to Meridian was in part due to
the masterplanned direction of our community. One phrase that
really sold us --Each of these elements have been carefully situated
to protect the quiet, peaceful nature of our neighborhoods--instead
we are getting what we fled from. Another expressway with 24 hour
noise and more congestion, possibly, that Meridian has ever seen.
Please make small quaint shops and protect Meridian from failing to
deliver its stature on the most desireable lists.
Isabel Orellana Villers Meridian, ID 2017-07-26 I live in Paramount and re-zoning would be against the reason why
many homeowners chose this area to live.
Kimberly Bailey Meridian, ID 2017-07-26 I do not want large commercial development in a residential area.
Sally Reynolds Meridian, ID 2017-07-26 So well said and THANK YOU!
Name Location Date Comment
Suzanne Landon Meridian, ID 2017-07-26 I'm signing because I believe that the proposed big box, warehouse
type stores will negatively affect the local residents in several
ways, most importantly, home values and traffic. I was a Realtor
in California for many years and these types of stores were put
into commercial or industrial business parks. It's wonderful and far
less intrusive. I believe smaller boutique shops, grocery stores and
restaurants would add a positive impact to our lovely neighborhood.
Trader Joe's would be a dream come true for many.
Kadi Trone Meridian, ID 2017-07-26 I have lived in Paramount for 12 years. I moved here, like many
others, with my family to get away from the congestion. Placing
more grocery stores around here will only lure more congestion to
the area. This also takes away from the peaceful atmosphere and
makes it a less safe place for families and children.
Julie Ronnow Meridian, ID 2017-07-26 I believe the city should abide by the guidelines it set forth
to developer the SE corner of Linder Rd/Chinden property in
accordance with the vision that makes Meridian a great place to live.
Patrick Carlson Meridian, ID 2017-07-26 Cut-through traffic is my biggest concern. The new development
should not have a roadway connection to Paramount.
Becki Trone Meridian, ID 2017-07-26 I have lived in the Paramount subdivision since 2004 & purposefully
invested in a home in that part of meridian because I wanted to
raise my family in a safe & peaceful area with low traffic & away
from the feel of busy city living. I am very disappointed in the
decisions that the city of meridian has chosen to make to populate
our peaceful & serene surroundings with giant stores, noise, large
delivery trucks, & hoards of cars & people. This is not what the
original plans showed for the area otherwise I would NEVER have
moved my family here & invested in such a nice home that will now
be an atmosphere of our current Eagle Rd & Fairview area. Our
community has plenty of other prime locations to choose from for
large retail structures which should be considered before ruining
the quality of home lives of so many who love this wonderful town &
chose this area to dwell long-term with their families for a reason.
Kadi Trone Meridian, ID 2017-07-26 I have had the opportunity to grow up in this area in the Paramount
neighborhood. It was so wonderful and peaceful to grow up here
where I always felt so safe. By adding and building all these stores,
the area only becomes more unsafe for families and children, and
people won't be able to love this place. It would become crowded
and congested and ruin the quality of life of the people who
currently live in the surrounding neighborhoods. We don't mind
seeing our community grow, but the placement of such large stores
should be done with wisdom and courtesy.
Jace Trone Meridian, ID 2017-07-26 I do not want more congestion in this area.
Susan Drew Anniston, AL 2017-07-26 I live on Bergman & the school between 7-8. 1130. & 3:00 when the
high school you can't get out to Linder plus my safety with all the
people wandering around my house neighborhood neborhood at all
hours at all hours
Jana Orchard Meridian, ID 2017-07-26 The integrity of the city's planning process must be preserved.
Allowing this proposed amendment is very unfair to Paramount
Name Location Date Comment
homeowners (I am one) who trusted the city to follow through
with its promises regarding the businesses that would be allowed
to locate on that corner. Also unfair to all who rely on Chinden
and Linder as uncongested routes between Caldwell/Boise
Meridian/Eagle. Having moved to Meridian three years ago from the
Upper Midwest, I'm hoping the local government here will display
some integrity by rejecting this proposed amendment.
Sally Reynolds Meridian, ID 2017-07-26 Thank you, Todd!
Sally Reynolds Meridian, ID 2017-07-26 Perfectly said!
Sally Reynolds Meridian, ID 2017-07-26 Yes! :)
Sally Reynolds Meridian, ID 2017-07-26 Agreed! I live on Bacall and I don't leave the neighborhood when the
high school gets in and out. Whew!
Sally Reynolds Meridian, ID 2017-07-26 Exactly the same for our family!
Sally Reynolds Meridian, ID 2017-07-26 Thank you, Jace!
Sally Reynolds Meridian, ID 2017-07-26 So true!
Sharon Emel Boise, ID 2017-07-26 I live on Arliss Ave. This very short street houses families with
many children. Their lives are endangered as Arliss would be a
nightmarish traffic flow through. Our home values will collapse
damaging the largest and most prominent residential community in
Idaho.
Torstein Storli Meridian, ID 2017-07-26 I selected this neighborhood as a place to live based on the current
development and the future plan for development. I don't want to
see a change to what was planned compared to when we decided to
move to this neighborhood.
Tanner Ferguson Meridian, US 2017-07-26 We moved out in this area to get away from the congestion and
city. This area is beautiful and will quickly become congested and
undesirable to live for my family.
Lyric Payne Greenleaf, ID 2017-07-26 It would be irresponsible to allow such high traffic stored on an
already overcrowded street with so many homes and schools in
such close proximity.
Tony Brownlee Meridian, ID 2017-07-26 I live on the edge of paramount & looked up the comprehensive
development plan BEFORE we built our house in 2005 to ensure we
were aware what was going to be built in the fields in question. We
knowingly and willingly built our home to raise our children based
on this EXISTING plan. Please keep the existing comprehensive
development plan without variation!
Matthew Hessing Meridian, ID 2017-07-26 I agree with all the comments made - especially safety and traffic
Andy Kaler Meridian, ID 2017-07-26 Too much traffic in a small area. Cannot handle big box stores.
Connie Boyce Meridian, ID 2017-07-26 Not appropriate in a residential area. Seems more suited for
Linder/Hwy 44.
Name Location Date Comment
Bruce Orchard Oronoco, MN 2017-07-26 Agree with traffic and noise concerns. Also there is evidence of a
reduction in quality of life, increased crime and gang activity, and
a reduction of property values in neighborhoods adjacent to other
C-G zones not only in the Treasure Valley but across the nation.
There are empty blocks 2 - 3 miles to the west that would be better
candidates for the proposed usage.
Brian Heffley Meridian, ID 2017-07-26 I'm signing because I've lived within a few hundred feet of a delivery
bay for regional-sized stores before, and vowed to never do so
again. I never was able to learn to sleep through that at night. If I
had known there was a possibility of these sized stores being on this
lot, I never would have moved here.
David Blaisdell Meridian, ID 2017-07-26 I am a resident of the Paramount Subdivision and I feel this
proposal and the major development of superstores is not in the
best interest of our neighborhood, our city, or our families. Neither
Chinden, nor Linder Rd, has the capacity to handle the substantially
increased traffic that would come with a Costco/Winco/superstore(s)
and the Cities of Meridian & Eagle & Ada County have no plans
to widen Chinden any time in the near future due to budget
constraints. So, if approved, I feel this would overburden Chinden
Road even more than it is currently, and leave us with traffic
congestion that is unmanageable and with no plan in sight to
address it. Please leave the zoning as is & continue with the well
thought out planning and zoning decisions made in the past! Thank
you.
Denae Huber Eagle, ID 2017-07-26 We live across the street in Foxtail. The traffic flow is already at an
unacceptable level for two lanes. A big box store, open 24 hours,
would just put too much pressure on this area right now. Please
don't rezone.
Alicia Muhlestein Anniston, AL 2017-07-26 It was promised as MU-C. If you look at the original zoning map, this
is a neighborhood area, not an area that should be designated RED
like it is along Eagle or the freeway.
Evelyn A Battema Meridian, US 2017-07-26 I'm signing because I live on Arliss and Barrymore Drive. A block
away is access to that development if they plan to use an extended
Arliss to enter that development. That will increase traffic where
people must back out of there driveways. Not to mention noise from
delivery vehicles.
David Eastman Meridian, ID 2017-07-26 The proposal will not benefit the community. It is too far removed

Amber Woolner Meridian, ID 2017-07-26 I grew up in Portland/Gresham, Oregon and I witnessed first-hand
the negative impact re-zoning had on my community. Some

the years. It was the cause of a dramatic increase in crime, drugs

habitats and much much more. I know where this road leads and it
is not a future I want for my community or for my children. Please
do not re-zone.
Rebecca Rogers Meridian, ID 2017-07-26 For the past 16 years, I have watched my modest backyard be
turned into an mini metropolis and I continue to ask myself: when
will it end? I understand that meridian is growing but I think the
city is running before it learns to walk and crawl and developing in
more rural areas with underdeveloped infrastructure imposes great
frustrations and stress on the surrounding areas. Please reconsider.
Thank you.
Elizabeth Davis Meridian, ID 2017-07-26 I don't want increased traffic inside Paramount itself.
Zachary Cadger Meridian, ID 2017-07-26 More traffic on chinden will create one of the most hellish driving

that built there, build it somewhere else! There are many other
better places for such things.
Gina Strickler Meridian, ID 2017-07-26 Change would negatively impact residents
Joshua Lane Meridian, ID 2017-07-26 I'm signing because traffic and noise pollution would increase

is an idea that would actually benefit the residents of our local

from the surrounding community developments could go to relax

all of the people in the surrounding area, unlike the profit-driven

"Linder Village," too many problems that such a large commercial
development would bring into our lives!

Tom Killeen Meridian, ID 2017-07-26 I live in the Paramount subdivision and rezoning the SE Corner of
Linder/Chinden will have a direct and adverse impact on my and
my family's quality of life. We already struggle with how busy the
roads in and around the subdivision are and changing the zoning
will exponentially make this worse both from a volume and safety
position (there are already 4 schools in and directly across from
Paramount and many of the drivers are not the most careful). In
addition, getting in and out of the businesses on Chinden is already
quite a challenge depending on the time of day. With the addition
of the apartments that are being built within Paramount, changing
the zoning on that corner will make an already heavy traffic and
population area even worse. Please stick with the original plan and
don't allow big box and businesses that are open 24 hours in our
development. If I wanted to live near those types of amenities, I
would have purchased a home closer to Eagle Road.
Tim Stovall Meridian, ID 2017-07-27 I'm signing this petition because I do not agree with the proposed
changes and urge the elected officials of the City of Meridian to
deny proposed amendment H-2017-0088.

what it is today.
Trish Dildine Meridian, ID 2017-07-27 I agree
James Sweet Meridian, ID 2017-07-27 The integrity of the city's planning process must be preserved.
Allowing this proposed amendment is very unfair to Paramount
homeowners (I am one) who trusted the city to follow through
with its promises regarding the businesses that would be allowed
to locate on that corner. Also unfair to all who rely on Chinden
and Linder as uncongested routes between Caldwell/Boise
Meridian/Eagle. Having moved to Meridian 18 months ago from
the Texas Gulf Coast, I'm hoping the local government here will
think twice about approving the zoning change. Every comment
I read had valid concerns that should be considered. Arguments
about growth or jobs or any or any other "benefit" cited by a
developer should never weigh more than the concerns of us who
live here. Please display some integrity by rejecting this proposed
amendment. Meridian will grow and prosper without this change2

the Gulf Coast I know first hand what runaway growth causes in a
community, I'm hoping the local government here will display some
integrity by rejecting this proposed amendment and acknowledge
that the present zoning category was set with purpose and reason
and should not be changed. The promise of city revenue, jobs or
other "benefits" cited by the developer should never be considered
more strongly than the concerns of the tax-paying and voting
residents of Meridian. You can be certain that growth and prosperity
will come to our city without rezoning that parcel of land.
Sandra Gould Eagle, ID 2017-07-27 The changes being considered regarding the zoning for the "Linder
Village" development should to be DENIED. The current zoning in
the Meridian City Comprehensive Plan is appropriate for the area.
The proposed changes will adversely affect all of the surrounding
residential communities. Small businesses as originally proposed
are far more desirable for this area. Chinden already has traffic
congestion and adding big box stores will make these traffic issues
even worse.
Clark Hill Meridian, ID 2017-07-27 My family came to Paramount due to the quality of life and safe area

Barbara Winter Jacksonville, AL 2017-07-27 I am extremely concerned that, should the proposed land use
change be approved, there will be a permanent impact on my
quality of life, the neighborhood ambiance and residential property
values. It will also open the way for additional similar projects to
easily become approved. All of this will ruin the idyllic rural area I
chose to live in.
James Uruburu Eagle, ID 2017-07-28 Best interest of our community
Jessica Lawler Eagle, ID 2017-07-28 Please don't turn our peaceful suburban neighborhoods into a
traffic-ridden mess! This completely changes the environment I've
chosen to raise my kids in. This land was zoned to protect residential
families- let's keep it that way!
Griffin Lawler Boise, ID 2017-07-28 I am strongly opposed to the rezoning of the SE corner of
Linder/Chinden. The current zoning of the land was originally put
in place for a reason, with the best interests of the residents of
Meridian in mind. Please don't change that, for all of the reasons
Ms. Reynolds has laid out in the petition.
Jon Huber Eagle, ID 2017-07-28 I live in Foxtail Estates, almost literally right across the street from
the proposed Linder Village. We want to keep the quality of this
community high and the traffic low, plus the noise of delivery trucks
at all hours for a potentially large store like Winco or Costco. We
have lived in the Treasure Valley almost 25 years and large shopping
complexes like this should not be near subdivisions, which is why
the city of Meridian zoned it as it is today. It really should stay this
way. We are also concerned about an increase of crime in our area
given the increased traffic visiting these proposed large stores.
Sally Reynolds Meridian, ID 2017-07-29 Thank you for signing, Griffin!

Lindy Epperly Meridian, ID 2017-07-29 My house is in a small agricultural type neighborhood directly off
of Linder Road near the Chinden intersection. The amount of traffic
that would be generated by this planned commercial development
will increase traffic astronomically on an already overburden Road
system. As there are already commercial businesses meeting the
residents of this area's needs, Fred Meyers and the other shops, this
development is unnecessary and burdensome to those in the area.
Zoning already in place is appropriate for the corner
D J Ecklebarger Eagle, ID 2017-07-29 The Linder Village proposal should be re-named to the
Winco-Costco Super Center!
Brian Heffley Meridian, ID 2017-07-30 True, it would be way worse than Eagle Rd... as far more people
commute West->East rather than North & South.
Kim Hardy Idaho Falls, ID 2017-07-30 Roads and impact to our neighborhoods and the safety within our
neighborhoods of the traffic this development would bring. Move
this development down by Walmart area.
Lori Hanson Meridian, ID 2017-08-02 Traffic congestion would be increased dramatically.
Dorothy Pefferle Meridian, ID 2017-08-03 I am opposed to rezoning to allow big box stores in our residential
neighborhood. I love Costco and other large retailers, but they
should be closer to I-84 and not allowed to ruin the quality of life for
thousands of residents who love our community. Traffic would be a
nightmare.
Laurel Bower Meridian, ID 2017-08-04 I'm signing because the infrastructure is not in place for the
dramatic increase in traffic that will take place. Why don't you put
these big box stores somewhere along Ten Mile which has lots of
land available and lots of space?
Brian Schad Idaho Falls, ID 2017-08-05 I do not want increased traffic and decreasing property values
affecting where I live.
Kathy Wlodarczyk Meridian, ID 2017-08-06 Paramount and the surrounding areas are a great place to live.
We Do not need loud business that create more congestion and
the potential to put children, pedestrians, joggers and people who
ride bikes at great risk of harm. Chinden is already very congested
between Linder and Eagle road.
Douglas Mackie Chandler Heights,

2017-08-07 I don't believe Costco and Apartments is a good use for this land.
The corner cannot support the added traffic and it would tend to
lower overall property values in the area. Grocery stores as Costa is
brings larger sanitation issues and would attract Vermont as well.
If Costa ever leaves the result wuld be a large empty warehouse
building. The area would be better served with a smaller strip mall
with more variety of business use.
Rachel Tracy Star, ID 2017-08-08 It is simply not a good plan. You do not need 3 grocery stores next
to one another and the traffic would be INSANE. The best place
for a Costco is on the corner of Hwy 55 and Hill Rd. It would be
used by those on the North end, allow those in Meridian and Star
to choose between Nampa or Eagle, and it would service all those
in Eagle as well as those in Horseshoe Bend and north. Not to
mention, with that location, it will attract all those leaving town to

McCall on weekends. Someone please share this with the Costco
Representatives.
JoLynn Aldinger Meridian, ID 2017-08-08 I am signing this because that area is already congested. Please
reconsider this rezoning until the roads have been improved.
Kara Brocksome Meridian, ID 2017-08-09 I live here and completely agree. Thank you for starting this. I only
hope it doesn't pass.
Dave Ivers Star, ID 2017-08-09 This is irresponsible development in the name of big $$ not to
mention it is not a suitable location for a variety of reasons. It
should remain largely residential. Traffic planning and lack there of
over the years is a joke. The current congestion is horrible on the
current two lane road that should be at least 4 at this point due to
population explosion. LOOK around people..Are you serious??? Do
you not notice the endless building craze to get as many homes in
as there is available disapearing farm land.. Does there have to be
building on every corner?? We are losing the "Idaho Way of Life"
all in the name of development. These developers don't live in our
communities and have to endure the issues they have created..
Costco and Winco and any other sizable commercial outfit do NOT
belong in the proposed area for the sake of convenience..
Megan Rock Anniston, ID 2017-08-10 Chinden, Ten Mile, and Linder are already a nightmare to drive on
and pose a serious risk to those who drive on these roads. The city
of Meridian, the State of Idaho, ACHD, ITD, and planning and zoning
have a responsibility to the citizens of Meridian and the State of
Idaho to properly and adequately plan safe, efficient, and quality
roads before the area expands commercially. We owe it to our
citizens to protect them, provider safer routes for transportation,
and to uphold the quality of life Meridian has established for its
residents.
