PZ - ITD Access Modifications July 27, 2017 C.Jay Coles City of Meridian 33 E. Broadway Avenue Meridian, Idaho 83642 VIA EMAIL RE: H-2017-0088 LINDER VILLAGE The Idaho Transportation Department (ITD) has reviewed the referenced amendment to the Comprehensive Plan, Annexation, Zoning, Preliminary Plat, and Variance applications by Lynx / DMG Real Estate Partners for a parcel located on the southeast corner of North Linder Road and US- 20/26 (West Chinden Boulevard) milepost 38.00. ITD has the following comments: 1. ITD does not object to the amendment to the Comprehensive Plan to change the future land use map designation on 62.04 acres of land from Mixed Use- Community (MU-C) to Mixed Use – Regional (MU-R). 2. ITD does not object to the Annexation and zoning of 81.02 acres from the RUT zoning district in Ada County to the C-G zoning district (62.04 acres) and the R-8 zoning district (18.98 acres) in the City of Meridian. 3. At this time ITD is reserving comment on the Preliminary Plat and Variance applications. ITD will be issuing a letter modifying the conditions for access set forth in a letter dated February 24, 2017. 4. ITD has completed a corridor study of US-20/26. The corridor study shows the future corridor width will need to be 200 feet wide. A view of the corridor study plan for this area can be found at: http://apps.itd.idaho.gov/apps/us2026CorridorStudy/Strip-Maps.pdf. 5. The City is reminded that the US-20/26 corridor is already congested. This project will increase the number of vehicle trips in the corridor. ITD has no current funding assigned to mitigate traffic congestion in the US-20/26 corridor in this area. 6. Idaho Code 40-1910 does not allow advertising within the right-of-way of any State highway system. 7. IDAPA 39.03.60 rules govern advertising along the State highway system. The applicant can contact the ITD District 3 Traffic Section at 334-8300 for more information. If you have any questions, you may contact Shona Tonkin at 334-8341 or me at 332-7190.
