We chose to live in Meridian for a variety of reasons, but the main thing that resonated with us was Meridian's dedication to manage growth via the comprehensive plan and land use map. Knowing that the field at the corner of Linder and Chinden was designated as mixed-use community was the assurance we needed to invest in our home and Meridian as a city. We strongly object to Amendment H-2017-0088. Allowing a re-zone from Mixed-Use Community to Commercial General would represent a betrayal of all of us that moved to Meridian using the comprehensive plan and land use map as guidelines. We fully expected commercial of some sort to go in to that corner. But we expected commercial within the guidelines of mixed-use community zoning. To compare, the "Paramount North 40" at the corner of Meridian and Chinden was original zoned mixed-use community but was re-zoned as residential. This shows the trend of the area going more residential, not more commercial. Paramount and the surrounding areas make a great community. I fail to see how adding large scale commercial enhances the community and Meridian in general. Some of my concerns are: 2 • Increased traffic and congestion on Linder and Chinden. Having a large shopping area with residential access like what is being proposed will only serve to increase traffic in Paramount as people avoid Linder/Chinden and cut through the neighborhood to bypass. • Increased traffic on Chinden altogether, even if it gets widened. This area is just starting to develop a huge traffic proble m, and with I-84 being the only east/west expressway it is important to keep Chinden and State as free flowing as possible. Adding lights and the traffic that large commercial areas generate is not good for anyone in the Treasure Valley. • WinCo is open 24 hours a day. How does that fit a residential setting? There is no amount of berm that will shield surrounding houses from the noise of deliveries at all hours and the lighting. • Allowing access to Fox Run like the plan shows would be a disaster. The turn would be about 50 feet before the light at Fox Run and chinden and would allow people to use Fox Run to bypass Chinden all together using Director. The collector roads are not designed to marshal traffic like a big shopping area requires (especially with a possible Costco involved). Overall, it feels that if this rezoning is approved that the city would be betraying us as residents. Going from Mixed-Use Community to Commercial General for a field that is attached to existing housing would be a slap in the face to current residents. We respectfully request that you reject the developers application in favor of something more consistent with the Mixed-Use Community designation that will serve the communities in North Meridian and Paramount better.
