Caleb Hood, Planning Division Manager Bill Parsons, Planning Supervisor Meridian, Idaho Dear Mayor and Planning Commission, Let me give you a bit of our background first, Our names are Barbara and Leonard Badigian, we live at 5965 N. Arliss Ave. directly behind the farmers' property that faces Linder. My husband and I along with our son and his family plus our daughter and her son, moved here to Meridian, Idaho from California in 2006. We have lived here for 11 years now and have loved our home. We bought our home in Paramount at the time because we loved Meridian and it was an ideal place for us to retire and our son and daughter to raise their children. Our daughter and son lived with us. Our son lives on Booth with the large property behind their home. We did our homework prior to moving here and knew that in time the property behind us and the large property to the North of us would be developed. We checked the plans the city and the builder, Brighton, had for this area and we were satisfied that when it did get developed it would be as proposed at that time. It was illustrated as "mixed use community" with medium density residential near the subdivision. The plan showed that, by our best guess, we would have at least another couple of streets of residential area on the North and offices or small businesses/shops, or restaurants behind us. Nothing that was going to be open 24 hours a day and high traffic. Here are some of our concerns if the city goes along with the developers and changes the current zoning. Traffic is a big concern as there is way too much traffic as it is. Changing the zoning will only make it worse. I see that our street, Arliss, along with Bergman, Booth and Fox Run would allow cars to access the residential section then continue on to the proposed Linder Village. The increase of traffic will happen because people will want to avoid Linder and Chinden congestion. This will cause more problems for the Paramount residents. 2 Noise is another concern if you allow a WinCo store or any other big box store to be open 24 hours a day. I can't understand why Meridian City would allow such a thing to happen right here on Linder and Chinden when there are so many other areas that would be more desirable to large stores like WinCo or Costco etc. It seems to me that when Fred Meyers wanted to build in Meridian near the same place they are now that Meridian didn't want to have more increased traffic on Chinden or street openings off Chinden. Why would your want it now? Property Values , when we moved here in 2006, we hit at the top of the bubble and our home lost a lot of value at that time...since then we have recovered and our home is finally worth what it should be, now if you change this zoning and allow a WinCo to come in our property will decrease in value. As a retiree this is a big concern. Congestion , there is already too many traffic problems with Chinden and now with Linder trying to access a big box stores. We chose to live here in Paramount with the understanding it would be a delightful place to live and that the City of Meridian stand behind the original Comprehensive plan already in place for this land. Thank you for taking our concerns into consideration on the rezoning of the properties on Linder and Chinden, or aka, Linder Village.
