When our family made the decis ion to move to Idaho from Washington, we spent time researching and visiting the area. The city of Meridian was the right fit for our family because of great schools for our kids, local parks, and the family friendly community. When we were deciding on which home to purchase we took the time to look at the City of Meridian comprehensive plan and land use map and made calls to the city to confirm. We believed that the City of Meridian would strive to enhance and protect the quality of life for its residents. Our Paramount neighborhood is seriously threatened by the developer's application to amend the current land use map designation and I strongly object for many reasons. First, the increase in traffic and congestion on Linder, Chinden and Meridian Road raise significant safety concerns. In our one square mile block, there is one of the largest student body attending Rocky Mountain High School, an Elementary School-Paramount, and across Meridian road Heritage Middle school. There are already safety concerns from the traffic flow from these three schools in our neighborhood. The development being proposed will significantly increase traffic to this area.There are also safety concerns with our neighborhood streets because shoppers would seek to avoid the already overcrowded Chinden, Linder and Meridian roads and be able to take short-cuts through our Neighborhood Streets. Second, Concerns with Chinden. This large development and the inevitable traffic signals and increase in traffic will make this area more like Eagle Road. Chinden was designated by Compass (a regional planning consortium) as an “expressway,” a major artery intended to mo ve traffic quickly. This is controlled by limiting the number of access points to these areas and by restricting the number of traffic signals to no more than one per half-mile. The developers propose adding a new traffic light at Bergman and Chinden, violating the half-mile standard and setting a precedent that will make Chinden worse, not better. Third, the request to change the zoning would allow a large superstore such as WinCo or any superstore, to be open 24 hours a day. This would permanently impact our quality of life in our neighborhood. The noise of all the delivery trucks, workers, shoppers, lights, and traffic are a cause for great concern. I am not against growth in this area, but controlled growth just like was planned in the City of Meridian Comprehensive Plan. I made our home buying decisions based on it. What was the purposes of the comprehensive plan if it can be altered as dramatically as the developers are asking? I am requesting that you reject the developers application to change the zoning and permanently alter our Northwest Meridian area and Neighborhood in Paramount.
